TOURISM - Development of Tourism in the State - Extention of certain Concessions / Incentives to the Tourism Projects - Orders Issued.

ORDER:

In super session of the orders issued in the G. Os 1st and 2nd read above, Government after establishing comparability with other States for the incentives and concessions have already been offered, Government have decided to further liberalise the investment subsidy and provide certain other tax reliefs to give boost to investments in tourism plant and product in the State as a part here by extended as follows:


Incentives & Tax Reliefs:


(a)  Investment Subsidy:

Investment Subsidy of all Tourism ventures above a particular level of investment i.e., Rs.20.00 lakhs capital expenditure shall be eligible for 20% investment subsidy subject to a maximum of Rs.20.00 Lakhs. These concession shall be extended to Hotels, Golf Courses, Theme Parks etc .as annexed to this order.

(b)  Investment Subsidy for Heritage Hotels:

The Heritage Hotels located in Hyderabad and other Special places of historical importance listed out by the State Government will be entitled to 15% investment Subsidy to a maximum of Rs.20.00 lakhs. This provision is being continued from the last policy.

(c)   Luxury Tax:

  1. For New hotels, five years exemption of Luxury Tax is hereby given.

  2. For room tariff upto RS .300/- per day no Luxury Tax is leviable. This has been raised from Rs.60/- per day now.

  3. Luxury Tax reduced to 5% of hotel tariff against the existing rate of 10%. This is leviable when the above room tariff is above Rs.300/- per day.
(d)   Sales Tax:

  1. Sales Tax is exempted 100% for 5 years for the New Projects Units coming up in Special Tourism Areas and Notified Tourism Areas and also for Special Projects. This will be Limited to 3 Star and above hotels, amusement parks & Theme Parks

  2. Special Tourism Areas shall include the entire areas of the notified special Tourism Areas. For all other N. T. As (Notified Tourism Areas), panchayat or municipal Limits will be applicable.

  3. Sales Tax exemption is Limited to 100% of the fixed capital cost.
(e)   Road Tax:

  1. Tourism Circuits shall be identified and notification will be issued fir extending road tax exemption for a period of 3 years. Such vehicles shall be 100% exempt from road tax for a period of 3 years. This benefit is meant for luxury coaches and shall be abolished with effect from 31.12.2001.

  2. Private sector can buy & promote campers and places shall be designated as camp sites by the Government.

  3. New vehicles introduced as metered taxis in Hyderabad, Visakhapatnam , Tirupati are eligible for 100% road tax exemption for two years. This is a sunset benefit and shall automatically stand abolished from December , 31, 2000 A. D.
(f)   Special Projects:

Large Projects above Rs.10.00 Crores investment anywhere in the state shall be known as Special Projects. They are eligible for special incentives, which shall be considered on case by case basis. Special Projects are eligible for incentives over and above the ordinary incentives otherwise applicable.

(g)   Energy:

All new hotels / motels and recognised star hotels and classified restaurants shall be eligible for 255 rebate on the power bills for a period of 3 years. Maximum admissible rate is

  1. Equivalent of major and Medium investments … Rs.50.00 lakhs.

  2. Equivalent of small and Tiny investments … Rs.30.00 lakhs.
2.   The procedure to be followed before the Registration of Tourism Units, the procedure for Registration of units for incentives and claiming Incentives and the definitions are enumerated in the Tourism Policy of Andhra Pradesh, 1998.

3.   This orders shall come into force with immediate effect.

4.   The Departments of Secretariat and the Heads of Departments concerned shall take appropriate and the Heads of Departments concerned shall take appropriate action to implement the orders by amending the Rules and executive instructions if necessary.

In exercise of the powers conferred by sub-section(1) of section 9 of the Andhra Pradesh Motor Vehicals Taxation Act, 1963 (Act 5 of 1963), the Governor of Andhra Pradesh here by grants exemption of the tax payble under said Act, in respect of those luxury coaches being run in identified Tourism Circuits upto 30 - 12-2001.
