Temporary authorisation to drive is issued to the applicant when the holder of a licence has submitted the licence to the Licencing Authority for renewal or for obtaining an authorization to drive a transport vehicle, or when a police officer or any court or any other competent authority has taken temporary possession of a licence for any purpose citizen applies for a temporary authorization to drive.

Requirements for Temporary authorisation to drive:

• Form 1A
• Any specific order of the Court or police officer or any competent authority.

Temporary registration of vehicles to be obtained from the Registering Authority, Eseva center or from the Dealer at the time of purchase of the vehicle.

Requirements for Temporary Registration of Vehicle:

• Form-20 (Duly signed by the owner/In duplicate in case of Hire Purchase/ Hypothecation / Lease duly signed by the Owner and Financier)
• Copies of Form-21 and Invoice issued by the Dealer.

The details of Owner like Individual/ Company/ Organisation/ Institution has to be verified and the number of vehicles the Owner possesses to check the details of tax payments to arrive at the different rates of taxes applicable as per Taxation Act and Rules for the payments made at E seva or at the Dealer.   »   HOW TO GET REGISTRATION NUMBER RESERVED FOR YOUR VEHICLE?
     
     
No person will drive any Motor Vehicle and no owner of Motor Vehicle will cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is registered.  The registration number is generated by the system in alphabetical order as per the applicants name, however owner may apply for reservation of special number.
Reservation of special Number is a process of assigning a Registration number on the choice of the owner instead of assigning the number in the routine series by collecting some additional fees based on the  number he selects.

a)    Requirements for Reservation of Special Number:

•    Form-RRMA- application for reservation of Special Number.
•    Form-RRMTA – for the applicants who participate in auction for the same special number in bidding process.
•    Tax payments receipt or Eseva Tax payment receipt or Temporary Registration if available.
•    The special number selected from the available list of 1000 numbers listed on the notice board excluding the numbers marked as ® reserved numbers.
•    The applicant has to prepare the Demand Draft for the adequate fees against the Special Number available for reservation as per the APMV Act and Rules and service charge along with the application and should drop in the Drop Box before 1 P.M.
Note:
•    The Drop Box will be opened after 1 P.M. and the applications received will be sorted as per the number of applicants for each Special Number the details are verified.
•    If only one application received for special number so requested and is not an already reserved number then the number is directly reserved to the vehicle for which the applicant has applied and a proceeding confirming the reservation of special number is generated and given to the applicant.
•    If there are more than one applicant requesting for the same number they have to fill the application in Form RRMTA with a demand draft not less than the adequate fees against the Special Number and should submit the Demand Draft in a sealed envelop to the Registering Authority for bidding process.
•    Bid amount details of all the bidders need to entered into the system and the system assigns the reserved number to the highest successful bidder.
•    In case of unsuccessful bid the amount paid by the participant will be returned.
•    In case of absence of participation the amount paid for reservation of special number will be forfeited.
•    The special numbers so reserved are valid for 15 days from the date of issue.
•    If the vehicle is not registered within 15 days the number so reserved is automatically get cancelled.
•    The same process for reservation is to be followed for vehicles from other state and converted vehicles.

b)    Requirements for reservation of number in Current/ Tatkaal Scheme:
•    The applicant should have already applied for registration of his vehicle in the office on the day of application for Current/Tatkaal Scheme.
•    The applicant has to choose Current number in the available list of Current number generation report before the registering Authority. Form-RRMA- application for reservation of Current/Tatkaal Number.
•    Form-RRMTA – for the applicants who participate in auction for the same Current/Tatkaal in bidding process.
•    The applicant has to prepare the Demand Draft for the adequate fees against the Current/Tatkaal Number available for reservation as per the APMV Act and Rules and service charge along with the application.
•    If there are more than one applicant requesting for the same number they have to fill the application in Form RRMTA with a demand draft not less than the adequate fees against the Current/Tatkaal Number and should submit the Demand Draft in a sealed envelop to the Registering Authority for bidding process.
Note:

  »   HOW TO GET REGISTRATION CERTIFICATE RENEWED?
     
     

Requirements for Renewal of Registration Certificate:
 
  •    Form – 25 for Non-Transport Category (duly signed by the Registered Owner / duly signed by owner and financer if covered by finance)
  •    Original Certificate of Registration.

  a)    The Non-Transport Category vehicle is renewed for 5 years from the date of approval if application is approved after expiry date of registration certificate or if it submitted before the date of expiry then 5 years from the date of expiry.
  b)    For a Transport Category Vehicle the Renewal of Certificate of Fitness is itself called the renewal of registration certificate and its validity is 1 year from the date of approval or if it submitted in time i.e., before 15 days of expiry then validity is 1 year from the date of expiry. As per Motor Vehicle Act 1988, a valid Driving Licence is necessary to drive any motor vehicle on public roads.

There are two stages to get a Permanent Driving Licence.
Stage I : Obtaining a Learner's Licence
Stage II : Obtaining a Permanent Licence
       
  »   How do you obtain a Learner's Licence?
     
     
Applicants for a Learner's Licence should appear personally before the Licensing Authority with the following:
 
» Application Form No. 2 (available with the department)
» Fees of Rs. 50/- for each class of vehicle
»
Proof of age, appropriate for relevant class of vehicle. For example Birth Certificate, Secondary School Certificate, Life Insurance Policy, Passport etc.
»
Proof of residence like Ration Card, Electoral Roll, Electricity / Telephone Bill etc., showing the name of the person.
» Medical Certificate in Form No. 1A wherever applicable.
» 3 recent passport size photographs of the applicant.
»
Applicants for Transport Vehicle Licence must apply in Form No. 8 and produce a Permanent Driving Licence for Light Motor Vehicle held by him, at least for one year.
 
Applicants for Learner's Licence shall pass a test regarding basic traffic signs and driver's responsibilities. The Learner's Licence so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.
       
  »   How do you obtain a Permanent Licence?
     
     
The applicant should appear in person along with a registered motor vehicle of the relevant category before the Licensing Authority with the following:
 
» Application in Form No.4 (available with the department)
» Fee of Rs. 125/- for test and Licence
»
Valid Learner's Licence held by the applicant for the relevant class, which is older than 30 days
»
4 recent passport size photographs of the applicant
»
Applicants for Transport Vehicle Licence should enclose a Training Certificate in Form No. 5 issued by a recognised driving school.
 
The applicant shall pass a driving test on a vehicle of the type he has applied for.
       
  »   How long is the Driving Licence valid?
     
     
Licence to drive a Non-Transport Vehicle is valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever is earlier. After that, the Licence is renewed every 5 years. Transport Vehicle Licence is valid for a period of 3 years from the date of issue or renewal.
       
  »   How can I obtain a learning licence?
     
     

You can obtain a learning licence by applyin form 2 to the concerned RTO office with the following documents

 

       
  »   HOW TO GET YOUR LEARNER¡¦S LICENCE?
     
     

• The applicant should have completed 16 years of age to drive a Motor cycle up to 50CC.
• The applicant should have completed 18 years of age to drive a Motor cycle above 50 CC and other vehicles like Light Motor Vehicles or any specified category.
• The applicant should have completed 20years of age to drive Transport Vehicle and one year experience in driving Light Motor Vehicle.
• Educational Qualification should be 8th pass for driving the Transport Vehicle with One year experience in Non-Transport of the same category.
• Form 2: If the applicant is less than 18 years of age, parent/guardian should also sign the application for licence to drive Motor Cycle below 50CC, in the presence of the Licencing Authority or person authorised in this behalf by the Licencing Authority.
• Form 1- Self declaration: In case if the applicant applies for Transport Licence copy of the previous Driving Licence shall be submitted.
• Form 1A- Medical Certificate: In case of Transport Vehicle category or for an applicant who have attained the age of 50 years and applies for any category with one recent passport size photograph.

Address Proof: (Any one of the following document)
• Electoral Roll
• Life Insurance Policy
• Passport
• Pay slip (Issued by any Central Government /State Government or Local Body with employees address as per Service Register )
• Proof of Nationality

Note:
 If any one of the above certificates is not available, a Sworn Affidavit along with house owner’s address proof to the satisfaction of the Licencing Authority may be enclosed. Provided the applicant before an Executive Magistrate or a First Class Judicial Magistrate or a Notary public as evidence of age and address proof.

Age Proof: (Any one of the attested copy of the following)

• Birth Certificate
• School Certificate
• Certificate issued by a Medical Officer of the rank of Civil Surgeon.

Proof of Nationality:

• By Birth then proof thereof
• By Naturalisation then proof thereof
• By Decent then proof thereof etc.,
• Foreigner/ NRI, the particulars of his native country, address and other details of Personal ID’s, Passport, VISA, Legal Documents issued by Commissioner of Police, MRO and other Competent Authority.


Note:
• The applicant needs to appear for online test after taking the photograph, signature and thumb impression.
• If the applicant has a valid LL or DL of different category then no need to go for test again the Learner’s licence is generated without the test.


Validity: 6 months from the date of issue.

b) Requirements for Duplicate Learner’s Licence:

 Copy of  Learner’s Licence or details such as Learner’s Licence No, Applicant name, S/o, Date of Birth, Date of Issue etc.,

Validity: Same as the Learner’s Licence 

c) Requirements for Retest to obtain Learner’s Licence:

 Cash Receipt or application number for which the applicant has given the last learner’s licence test.

Note:
The applicant is eligible for retest after 7 days from the date of last online test.

a) Requirements for Fresh Driving Licence:

• Form – 4 - Application for issue of Fresh Driving Licence
• Valid Learner’s Licence in Form–3 should be more than 30 days old from the date of issue.
• One recent passport size photograph
• Driving Certificate in Form-5 from any Government recognized Driving School, if the applicant is to drive Transport Vehicle.
• Valid DL of Non-Transport Category of One year experience in the same category for which Transport Vehicle category is required.
Note:
• Applicant should appear in person along with respective class of vehicles for which LLR is issued with documents i.e., RC, IC and PUC for undergoing driving test before the Motor Vehicle Inspector and should pass the test. If failed the applicant should appear for retest after 7 days.
• The applicant is exempted from test for a Non-Transport category provided the applicant hold a Driving Licence to drive such class of vehicle issued by a competent authority of any country outside India and defence personnel who has been discharged from service.
• Driving test is must for Transport Category vehicle.

b) Requirements for Retest:

1. Cash Receipt or application number for which the applicant has given the Driving test.
2. The applicant is allowed for retest after 7 days from the date of last test.
3. If the applicant failed for 3 consecutive times with a gap of 7 days between the tests then the applicant is not allowed for retest for next 60 days from the date of last test.

Requirements for Fresh Conductor’s Licence:

• Form-CLA-An application for conductor’s Licence shall be made in writing.
• The applicant’s age should be 18 years or more.
• The minimum educational qualification should be 10th class pass.
• The name and date of birth should be verified with original documents.
• Two clear copies of a recent photograph.
• Form MCC – the photograph should be firmly affixed to the Form and the prescribed registered medical practitioner shall affix his signature or seal to the photograph in addition to signing the Form.

If an existing Conductor’s Licence is lost or damaged or validity of Conductor’s Licence is expired or will expire soon, the licence holder has to apply for a duplicate Conductor’s Licence.

• Form CLD – The application for Duplicate Conductor’s Licence.
• Form CLRA- The application for Renewal of Conductor’s Licence
• Medical Certificate from the registered medical practitioner for Renewal of Conductor’s Licence.

• The licence produced for renewal should be valid and if the licence was submitted after 5 years from the date of expiry the licence gets cancelled.

Requirements for Grant/Renewal/Duplicate of permanent/ temporary licences to Motor Driving Schools:
• Form – 12 – An application for grant of a licence to motor driving school.
• Form – 13 – An application for renewal of licence to motor driving school.
• For duplicate an application with the Licence number
• The applicant should indicate the category of the vehicle(s) for which license has to be obtained.
• Solvency Certificate
• Rental Agreement deals (if any) for the premises where the driving school or establishment is situated.
• Details pertaining to the vehicles possessed.
• Details pertaining to the instructor as per rules.

Note:
• The application received will be examined after collecting the requisite fees at the counters and the Licencing Authority (Not below the rank of Regional Transport Officer of the Motor Vehicles Department) and the Motor Driving School or Establishment is examined by Licencing Authority and submits a report. After satisfying that the applicant has complied with the requirements as per rules the licence is granted in Form-11.
• The vehicles used for Training at Driving School should have a dual control and has to be certified by the Inspecting Authority
• The Instructor should have minimum qualification of 10th pass with 5 years experience in Driving with valid Driving Licence.
• The application for renewal should be made 60 days before the date of its expiry.

  •    All taxes should be paid through Demand Draft  in favour “Secretary RTA____________(District name of the Concerned Authority)” from any Nationalised Bank.

  •    Tax for Battery operated vehicle whose Battery Capacity is more than 0.25KW and whose speed is more than 25 KM/hour tax shall be collected @ of 4% on invoice cost.

•    For the Transport Category the vehicle should comply with the provisions of the MV Act, APMV Act and Rules made there under for that particular category of vehicle for the purpose for which the vehicle is to be used on public place.
•    For renewal of Fitness Certificate of Educational Institution Buses, Fitness Certificate is renewed for every 12 months with cut-off times on May 31st.
•    In case of the issue of CFRR the applicant has to produce the vehicle after rectifying the defects.

Effective from 11th feb 2009, all driving tests will have to be booked in advance before having a test.  If you have an old number you may get a message "your data is not found please contact any rto office for assistance".  If you get this message, please go to any RTO office and book a slot.  You need to have the original copy of the learning licence.  Do remember that slot booking is free of charge.  You need to pay any one for getting a slot booking.  We would like citizens to have a wonderful experience.

Yes you can book for your driving test on any track of your choice.  The idea of slot booking is give you choices to suit your convenience.  For the present the following test tracks are available under this facility:

  1. Nagole Central Driving Test Facility (All categories of vehicles)
  2. Kondapur Driving Test Facility ( LMV and two wheelers only)
  3. Gannavaram Driving Test Facility ( LMV and 2 wheelers)

Payment will depend on where you have booked the slot.  Currently we do not have an online payment facility.

  1. If you have booked at an RTO office you will have to make a payment at the RTO office. 
  2. If you have booked online, you will have to pay the fee and user charges before the test at the concerned driving test facility. 
  3. You cannot undertake the test without payment of the requisite fee. 

The fees to be paid is shown in your confirmation slip.  DO NOT PAY anything extra even if demanded.  APTD will soon be enabling online payment facility

The slot booking test is fully automated.  in case you have not been able to come as per the scheduled time, you will be denied for the test as the facility is automatically disabled.  Please be sure to come in time to avoid any dissappointment.  Once denied you will have to book your slot again.

There are no emergency slots.  You are advised to plan you licence well in advance.  This is a statuory function and services are subject to availablility of slots and test tracks.  Kindly be advised that you plan for your tests well in advance

All driving tests effective from 11th feb 2009 will be subject to slot availablity.

Profession Tax
 
  »   What is Profession Tax?
     
     
Profession Tax is a tax on professions and levied under the A.P. tax on Professions, Trades, Callings and Employments Act 1987 and Rules 1987.  Every person engaged in any profession, trade, calling or employment in the state is liable to tax as specified in the schedule to the act.  For the purpose of the transport sector the amount is Rs. 750 per vehicle subject to a maximum of Rs. 2,500 in addition to Rs. 2,500 per company and each of its branches.
       
  »   Who has to pay Profession Tax?
     
     
For the purpose of the Transport Sector any permit holder is expected to pay a profession tax at the rate of Rs. 750 per vehicle per year subject to a maximum of Rs. 2,500.  In addition if the permit holder runs a transport company he shall be liable to pay an amount of Rs. 2,500 for the company and a similar amount for each of its branches.
       
  »   How do I pay profession tax?
     
     
The transport department has been authorized to collect the profession tax from all permit holders as they have regular transactions with the department.  henceforth, profession tax shall be collected on an annual basis when the permit holder visits the transport office.  The following are the steps tto be followed to pay profession tax:
  1. Secure an Enrolment number from the commercial tax department through the concerned DCTO.
  2. The Enrolment number forms the basis for collection of the profession tax
  3. once the Enrolment number is secured, submit it to the RTO office and get all the vehicles you hold in your name to the RTO office. Remember that the name in the enrolment number should be the same as the permit holder.
  4. Profession tax will be levied at the rate of Rs. 750 per vehicle subject to a maximum of Rs. 2,500 per year
  5. The company should also pay an amount of Rs. 2,500 per year and also pay for each of its branches.
       
LLR Test

The LLR Test is a computer based test to test the knowledge of the candidate on the rules of the road and traffic signs.  Usually 20 questions are given which are selected at random of which you need to correctly answer 16 questions to pass the test

  »   What are the steps in the life tax online payment?
     
     
The life tax online payment facility essentially envisages eight steps:
  1. Registration of a dealer for a user id and password
  2. logging into the website - Online services/ dealer
  3. commence a new transaction
  4. entering the details of the vehicle, owner, insurance and hypothecation if any.
  5. print a draft copy for checking up any mistakes
  6. proceed to the pay cart - more than one vehicles can be added to the paycart
  7. proceed to make payment either for one or for all  vehicles
  8. downloading the documents from the pay cart
  9. Check up the MIS report as and when you like.
       
  »   if the vehicle is in the pay cart is the transaction final?
     
     
Any number of vehicles can be in the paycart.  You can view, add or delete the vehicles in the paycart.  Only when you select the vehicles in the paycart for payment, you will be given an option to pay it either by credit card or net banking.  You will have to log into your website and use your userid and password and make the payments.  Only then the payment is confirmed.  Once the payment is made you cannot make any changes to the vehicle data entered
       
  »   Will there be a VAT payable on the life tax or temporary registration fee collected by the dealer?
     
     
Life Tax, Temporary Registration Fee, Service charges and Hypothecation fee as collected based on the orders of the Transport Commissioner are not liable to tax.  However, any amounts collected over and above the amounts authorized are liable to VAT.
       
  »   Can I make any changes to the registration details on payment of life tax?
     
     
You cannot make any changes to the registration details of the vehicles after payment of life tax.  Any changes are possible only before payment of life tax.  Be careful to check with the customer before paying life tax.
       
  »   The customer booked the vehicle on his name and later requests for change of name since the finance company declined to give him the loan as he is not creditworthy?
     
     
Once the life tax is paid, the transaction is complete.  Any changes will only have to be made by way of vehicle sale/transfer.  No changes can be made one the life tax is paid.  henceforth, dealers are advised to book the vehicle only after confirming the sale of the vehicle from the customer.  Please take a signature of the customer on the draft copy for reccord so that the customer does not retract.
       
  »   Can a customer be permitted to change the color of the vehicle after he has paid life tax?
     
     
No changes will be permitted after the payment of the life tax.  Dealers are advised to check and recheck from the customer before payment of the life tax.  The payment of life tax on a vehicle freezes the transaction record of the customer.
       
Speed Governor
 
  »   What is a Speed Governor
     
     
A speed governor is a speed limiting device which either acts on the fuel supply line or the accelerator to control the speed at a specified speed.
       
  »   How many types of speed governor's are available
     
     
There are primarily two types of speed governors ( speed limiter device).
  1. Fuel Control Type of SLD: The fuel control type of speed limiter device reduces the fuel momentarily when the driving speed exceeds the specified speed.
  2. Accelerator Control SLD: The accelerator control speed limiter device operates on the accelerator of the vehicle, which will be disabled beyond the specified speed.
either of the type of speed limiter device do not impact on the engine or the pick up.
       
  »   Is it true that the speed governors damage the engine and reduce the pick up.
     
     
This is a general misconception as the speed governors merely operate to control the speed of a vehicle to the set speed of the governor.  they either work on the fuel line or on the accelerator.  Either of the speed governors never impact the engine or the pick up.   The pick up of a vehicle would depend on a variety of factors which include horse power of the vehicle, contracted load, torque of the engine, condition of the vehicle and the engine, no. of kilometers run, condition of the roads etc.

Government of Andhra Pradesh have notified the fitment of speed governors on all transport vehicles vide G.O.Ms. No .... Dated. 14.7. 2009 The same has been published int he gazette on the 16th of July, 2009.  Vide the said notification the following are the speeds notified:

Before purchasing a speed governor you must check if the speed governor being purchased has a valid approval from the testing agency as prescribed by the government of India.  the certificate of approval should be specific and be applicable for

  1. Make of the Vehicle
  2. Class of the Vehicle
  3. Speed as notified by the Government namely 50 KMPH or 65 KMPH.
