As per Motor Vehicle Act 1988, a valid
Driving Licence is necessary to drive
any motor vehicle on public roads.
Where do you get it?
At the Regional Transport Office or Motor
Vehicles Inspector's Office, having jurisdiction
over your residential area.
When do you get it?
After completion of 16 years of age, for
driving motor cycles with engine capacity
not exceeding 50cc with the consent of
the parent / guardian.
After completion of 18 years of age, motor
cycles with engine capacity exceeding
50cc and light motor vehicle.
After completion of 20 years of age, for
an endorsement to drive transport vehicles.

Do you need to produce
a Medical Certificate?
Applicants for the Non-Transport Licences,
under the age of 50 years do not require
a Medical Certificate. However, those
applicants who are over 50 years of age
must produce a Medical Certificate.
All applicants for Transport Vehicle Licence
must produce a Medical Certificate, irrespective
of their age.
How do you obtain
a Learner's Licence?
Applicants for a Learner's Licence should
appear personally before the Licensing
Authority with the following:

Application Form No. 2 (available with
the department)

Fees of Rs. 50/- for each class of vehicle
-
Proof of age, appropriate for relevant
class of vehicle. For example Birth
Certificate, Secondary School Certificate,
Life Insurance Policy, Passport etc.

Proof of residence like Ration Card,
Electoral Roll, Electricity / Telephone
Bill etc., showing the name of the person.

Medical Certificate in Form No. 1A wherever
applicable.

3 recent passport size photographs of
the applicant.

Applicants for Transport Vehicle Licence
must apply in Form No. 8 and produce
a Permanent Driving Licence for Light
Motor Vehicle held by him, at least
for one year.
Applicants for Learner's Licence shall
pass a test regarding basic traffic signs
and driver's responsibilities.
The Learner's Licence so issued is valid
for a period of six months from the date
of issue and is renewable for another
period of six months, during its validity.
How do you obtain
a Permanent Licence?
The applicant should appear in person
along with a registered motor vehicle
of the relevant category before the Licensing
Authority with the following:

Application in Form No.4 (available
with the department)

Fee of Rs. 125/- for test and Licence
-
Valid Learner's Licence held by the
applicant for the relevant class, which
is older than 30 days

recent passport size photographs of
the applicant

Applicants for Transport Vehicle Licence
should enclose a Training Certificate
in Form No. 5 issued by a recognised
driving school.
The applicant shall pass a driving test
on a vehicle of the type he has applied
for.
How long is the Driving
Licence valid?
Licence to drive a Non-Transport Vehicle
is valid for 20 years from the date of
issue or until the holder attains the
age of 50 years, whichever is earlier.
After that, the Licence is renewed every
5 years.
Transport Vehicle Licence is valid for
a period of 3 years from the date of issue
or renewal.
Procedures relating to driving license transactions
1. Fresh Driving License
Application to be made in Form No.4 along with payment of statutory fee enclosing valid learners license. Presence of applicant along with the vehicle for which test is to be conducted. 2. Renewal of driving license
Application to be made in Form No.9 along with payment of statutory fee enclosing form no.1, Form no.1(a) in case the applicant's age is above 50 and in case of Transport Driving License.
3. International Driving Permit
Application to be made in Form IDP(Form 4(a) along with payment of statutory fee of Rs.500/- with service charges of Rs.150/- enclosing passport, Indian driving license and valid visa (originals and photo copies).
4. Duplicate driving license
Application to be made in Form No.LLD along with statutory fee of Rs.30/-, Rs.150/- towards card fees and Rs.150/- towards service charge when the license is lost. In case of application for duplicate license in place of defaced license, the defaced license is to be surrendered.
5. Change of address in driving license
There is no exclusive procedure for noting change of address in driving license. But at the time of any transaction like renewal etc., the change of address can be endorsed.
6. Conversion of paper license to card license
There is no exclusive procedure for conversion of paper license to card license, but at the time of any transaction like issue of duplicate license and renewal of driving license, card license can be obtained in place of paper license.
Procedures relating to Registration Transactions
1. Registration of a new vehicle
Application to be made in Form No.20 with statutory fee enclosing Form 21,22 copy of invoice, e-Seva tax payment receipt, temporary registration certificate, insurance certificate, address proof and citizen ship certificate.
2. Removal of vehicle to other State
Application to be made in Form 28 in quadruplicate with pencil print of chassis affixed with financier's signature in case the vehicle is covered by hypothecation or hire purchase for no objection certificate enclosing registration certificate in original, Police clearance certificate, copies of PUC certificate and Insurance Certificate. Evidence of non coverage of permit in case of Transport vehicle.
3. Bringing of other State vehicle to the rolls of Andhra Pradesh
The other State vehicle can ply in AP State for 30 days without paying any tax and permission.
If the owner has ceased to be a resident of other State, he has to bring the vehicle to rolls of the State. Application to be made in Form No.33 in case of change of address, Form No.29 in duplicate and Form No.30 Part 1 & Part 2 in case of Transfer of owner ship along with statutory fee and assessed tax if applicable along with enclosures of “No Objection Certificate” from Original Registering Authority, Original Registration Certificate, copies of Pollution certificate and Insurance Certificate, address proof and evidence of citizen ship. The production of vehicle for inspection is mandatory.
4. Refund of Life Time Tax
Application to be made on plain paper for refund of tax along with copy of registration certificate showing the entry of the vehicle's removal to other State in the Registration Certificate. Advanced stamp (revenue) receipt for the amount of tax to be refunded is to be enclosed.
5. Duplicate registration certificate
Application to be made in Form No.26 with payment of statutory fee along with copies of PUC certificate, Insurance Certificate and non-traceable certificate from Police.
6. Change of address in the registration certificate
Application to be made in Form No.33 along with copies of PUC , Insurance Certificate, Original Registration Certificate, Citizen ship Certificate and no objection certificate from original registering authority in case of transport vehicle or other State vehicle and address proof.
7. Transfer of owner ship
Application to be made in Form No.29 in duplicate and Form No.30 Part 1 & Part 2 along with statutory fee enclosing copies of PUC, Insurance Certificate, Address Proof, original registration certificate, citizen ship certificate and no objection certificate from original registering authority for Transport Vehicle or any other category vehicle coming from other State. Signature of the financier on Form No.29 is required if the vehicle is covered by hypothecation or hire purchase.
